High School Lunch Announcement - The first day of school all students will have lunch 11:45-12:35. For Thursday and Friday of the first week 9th & 10th grade will have lunch 11:02-11:41. The 11th & 12th grade will have lunch 11:36-12:15. On 8/17 we will be on our regular bell schedule and all students will have their normal lunch schedules.

Student Wireless Device Expectations
2026–2027 School Year

To promote a safe, focused, and distraction-free learning environment, Norris City-Omaha-Enfield CUSD #3 is updating its expectations regarding student use of personal wireless communication devices.

Illinois Senate Bill 2427 has passed the General Assembly and would require Illinois public school districts and charter schools to adopt policies restricting student use of personal wireless communication devices during the school day. NCOE is taking steps during the 2026–2027 school year to prepare for these statewide requirements.

For purposes of the NCOE policy, restricted devices include:

• Cell phones
• Smartwatches
• Personal tablets
• Personal or unauthorized laptops
• Gaming devices
• Wireless earbuds and similar devices

These expectations apply throughout the regular school day while students are on school property, including:

• Instructional time
• Passing periods
• Lunch while on school property
• Recess

NCOE High School

• Cell phones must be powered off when students enter the building.
• At the beginning of each class, students will place their cell phones in the designated classroom phone caddie.
• Phones will remain in the caddie during class.
• Students participating in approved open campus may take and use their phones after leaving school property.
• Students may take their powered-off phones with them when changing classrooms but must immediately place them in the assigned caddie upon entering the next classroom.

NCOE Elementary and Junior High School

• Cell phones must be powered off when students enter the building.
• At the beginning of each class, students will place their phones in an assigned, numbered pocket in the classroom’s wall-mounted holder.
• Students may take their powered-off phones with them when changing classrooms but must immediately place them in the assigned holder upon entering the next classroom.

Additional Information

• Smartwatches, wireless earbuds, and other unauthorized wireless devices may not be used during school hours.
• Devices will remain accessible under staff direction in the event of an emergency.
• Students needing to contact a parent or guardian may use a telephone in the main office.
• Parents and guardians needing to contact a student should call the school’s main office.
• Appropriate exceptions will be made for documented medical needs, individualized education programs, Section 504 plans, other written accommodation plans, and circumstances required by law.
• Violations will be addressed according to the district’s student handbook and disciplinary procedures.
